General Driving Information
You will need an International Driving Permit to drive a car in the Kingdom of Saudi Arabia. Or at least you will if you are a man, it is illegal for women to drive!
Petrol is subsidised in Saudi Arabia and costs about 18p per litre.
Car Hire
Limited mileage contracts are not unusual and limits of 150km or 200km per day are common so factor in the additional charges if you are likely to exceed your allowed mileage.
The price of fuel makes fuel policies almost irrelevant - but most will be full to full with surcharges for not returning the vehicle with a full tank.
Car Hire Insurance
Collision Damage Waivers and Theft Waivers may or may not be included with the car hire. When they are included, the excesses are typically fairly modest by European standards, often as little as £200 but with the usual exclusions of windscreens, tyres and underside of the car making independent car hire excess insurance worthwhile.
It may also be worth taking the time to find out whether you consider the level of third party insurance provided with your hire car to be sufficient. Some offer USD $1 million, others offer SAR 1 million which is under £200,000.
